A business serving Coastal Virginia may encounter federal agencies, state and local governments, port organizations, and private prime contractors. Each buyer has its own purchasing process. Start by identifying the buyer, the specific need and the official notice before investing time in a proposal.

Choose the Correct Purchasing Channel

SAM.gov is the federal government’s central starting point for entity registration and contract opportunity notices. Virginia’s eVA platform covers Commonwealth procurement. The Port of Virginia distinguishes its purchasing channels: Virginia Port Authority solicitations are advertised through eVA, while Virginia International Terminals and Hampton Roads Chassis Pool II opportunities appear on the Port’s procurement page. Follow the notice issued by the actual buying entity.

A listing in CVA is a discovery aid. It does not register a company with a buyer, establish eligibility or confirm an open contract. Use the supplier directory to identify published local profiles, then verify qualifications directly.

Prepare a Consistent Business Profile

Keep the legal name, business address, responsible contacts and service descriptions consistent across business records and registrations. For federal work, review the SBA’s current registration guidance and the requirements of the particular opportunity. A Unique Entity Identifier and a complete active registration are different things; obtaining an identifier alone does not establish that every registration requirement is complete.

Describe the work your company can actually perform. Select relevant industry classifications using the Census Bureau’s NAICS definitions. Registration, classification and certification serve different purposes. Never describe a certification as approved simply because an application has been submitted.

Decide Whether an Opportunity Fits

Read the scope, location, response deadline, submission instructions, evaluation criteria and amendments together. Create a short bid decision sheet identifying required experience, staffing, equipment, insurance, delivery schedule and any certification or security conditions. Assign an owner to each requirement and record the official source.

Estimate the cost of preparing the response and delivering the work. An attractive headline value is not the same as a profitable, achievable project. If a requirement is unclear, use the purchasing contact and question procedure specified in the notice. Do not assume an informal conversation changes the solicitation.

Consider Prime and Subcontracting Paths

SBA resources distinguish selling directly to the government from working for a prime contractor. For a subcontracting discussion, ask what work is available, who the contracting party is, how performance will be accepted and what terms would apply. A teaming conversation or directory introduction is not an award.

Prepare a focused capability statement and relevant examples of completed work. Obtain permission before naming private clients or sharing project details, and describe your actual role accurately.

Get Help Before a Deadline

Virginia APEX Accelerator provides government contracting training and counseling. Review its current service area, registration process and appointment policies. Bring a defined question, relevant notice and a realistic business profile to make the discussion useful.

A Practical First Work Session

  1. Identify one buyer and one service your business can provide.
  2. Locate that buyer’s official procurement page.
  3. Review one representative notice and its amendments.
  4. List registration, qualification and delivery gaps.
  5. Prepare a capability summary and decide whether to pursue the opportunity.

Recheck official requirements before responding. This guide provides research and preparation steps; it does not determine contract eligibility or replace advice about a particular agreement.
