Before Buying a Franchise in Hampton Roads: Six Questions to Answer

A franchise presentation can make the business feel ready to open. Your research should establish whether the particular business, location and working life fit together. For a Hampton Roads buyer, that means getting beyond a territory labeled “Virginia Beach” or “the Peninsula” and examining the customers, routes and premises you would actually serve.

Use these questions to build a comparison file before choosing a brand. Record the answer, supporting document, person responsible for confirming it and anything still unresolved.

1. What would a normal working week require?

Sketch Monday through Sunday. Who opens, schedules employees, handles a customer complaint and covers an absence? For a mobile service, add driving and equipment preparation. For a storefront, include receiving deliveries and closing tasks. Compare that schedule with the role you want to have, rather than assuming a hired manager removes the owner’s responsibilities.

2. Which documents support the sales conversation?

The FTC says prospective buyers generally must receive the Franchise Disclosure Document, or FDD, at least 14 days before signing a binding agreement or paying the franchisor or its affiliate. Save the dated version you receive. Read the whole document; use Item 19 to examine any financial performance representations and Item 20 to identify current and former operators to contact.

When someone mentions revenue, ask which outlets and period the figure covers, what costs it excludes and where the supporting information appears. Gross sales are not the owner’s take-home income. Keep the answer beside the original claim, not in a separate folder you may overlook.

3. Has the Virginia offering been checked?

The Virginia State Corporation Commission says franchises offered or sold in Virginia must be registered or exempt. Its franchise staff can help check registration and provide disclosure information: SCC franchise questions, 804-371-9051. Ask about the specific offering and any claimed exemption; do not treat a familiar brand name as verification.

4. Does the proposed territory work on an ordinary Tuesday?

Choose three realistic customer journeys and test them at the intended service time. A technician covering Chesapeake and Norfolk needs a different route plan from a café serving one Virginia Beach shopping area. If a trip crosses the harbor, record the actual route and time allowance. These are checks to perform, not assumptions about regional demand.

  • Storefront: Can customers enter, park, find the door and collect an order?
  • Service business: How many appointments fit after travel, setup and cleanup?
  • Territory: Ask what the agreement actually protects and how online orders or nearby outlets are handled.

5. What must happen before this address can open?

Norfolk lists zoning approval before the later business-license steps. Virginia Beach also requires zoning approval for business-license applications. Take the exact address and intended use to the relevant city; ask about signs, alterations, occupancy and any activity-specific approvals before building your opening calendar around an assumed date.

6. What evidence would change your mind?

Ask current and former franchisees what took longer or cost more than expected, and which support they actually used. Compare their operating situations with yours. Then finish this one-page worksheet:

Bring that worksheet to the Hampton Roads SBDC, which offers confidential advising after client registration, and to independent legal and accounting advisers for contract and financial review.
