Amanda Newins Looks Toward Continued Chesapeake Service with Growth and Public Oversight in Focus

Amanda L. Newins

Amanda Newins stood among the apparent winners of Chesapeake’s five council seats after the November 3 election. Her legal and local-government experience provides a foundation for work on development, infrastructure and public oversight as the count proceeds toward certification.

Legal experience in local government

Elected to council in 2022, Newins is a former city prosecutor and a practicing attorney. Her service has included the Chesapeake Circuit Court Recovery Court team, leadership of the Chesapeake Bar Association and a council Audit Committee assignment beginning in 2026.

She earned her law degree at Regent University after undergraduate study in justice studies and mathematics at James Madison University. Regional planning service adds another connection to the decisions that shape Chesapeake’s future.

Looking at what growth requires

Newins has supported earlier public engagement in development decisions and closer attention to infrastructure costs. Her 2026 positions also addressed data-center siting, neighborhood and environmental effects, and gaps in transportation and sidewalks.

Those subjects place the surrounding community alongside the proposed development. Roads, public services and safe access all help determine how a project functions once it is built. Her experience gives residents several concrete areas to follow as the next council term approaches: public review, the cost of new capacity and the relationship between growth and existing neighborhoods.
