Lisa Lucas-Burke Is Apparent Portsmouth Winner as a Return to Council Comes into View

Lisa Lucas-Burke

Lisa Lucas-Burke emerged as an apparent winner in Portsmouth’s three-seat council election, placing second in the reviewed returns. The result puts a return to council in view after two earlier terms and service as vice mayor.

Experience in the systems that serve people

Lucas-Burke attended Portsmouth public schools and earned degrees in electronics engineering and psychology from Norfolk State University. Before council service, she worked in the city’s information-technology department and later joined her family’s business serving adults with developmental disabilities.

Her public-service record also includes the Economic Development Authority, including a period as chair. Those roles connect the systems that keep a city operating with the residents, families and businesses that depend on them.

Cooperation around practical needs

Lucas-Burke has emphasized working with council colleagues, the School Board and other levels of government. Education, infrastructure and redevelopment often require that kind of coordination across institutions.

Her experience in disability services adds another perspective: how a public decision affects people who may need support navigating daily life. As certification and the transition proceed, her strong showing offers a starting point for following how experience in technology, service delivery and investment translates into the next set of council decisions.
