Background and local role

Arnette McSwain serves on the Portsmouth School Board. Her official biography describes Army service and a later law-enforcement career, including work with the Chesapeake Sheriff’s Office. It also identifies business experience and leadership of American Legion Post 190, where she became the first woman to serve as commander.

McSwain’s education includes criminal justice and graduate study in religion and management and leadership. Her background connects public service, organizational leadership and community networks. For families, those connections can be useful when considering how schools communicate with residents and work with outside organizations while keeping educational goals at the center.

Her current board term is listed through December 2028. The division’s official member page supplies biography information, and its meeting resources provide the route to agendas and public discussion. A useful message should name the concern, explain who is affected and ask for a specific response. School-level operational questions should also go to the responsible staff; a board member’s oversight role is different from directing an individual school’s daily work.
