Jennifer Rouse emerged as the apparent winner in Virginia Beach’s District 10, positioning the educator and councilmember to continue work that connects schools, housing and everyday neighborhood concerns. She was the only named candidate in the race.
An educator’s view of community life
Raised in Virginia Beach, Rouse studied English literature at Virginia Wesleyan and earned a master’s degree in sociology from Virginia Commonwealth University. Her work as a sociology professor and department chair at Tidewater Community College brings a close connection to students and the opportunities available to them.
On council, her responsibilities have included housing and active transportation. Those subjects meet in practical ways: where a household can afford to live, how someone reaches a job or class, and whether nearby streets make walking or cycling workable.
Making room for residents’ questions
Rouse’s community-meeting record offers a useful example of that local focus. An April 2023 meeting at Green Run High School brought city departments together to discuss the Rosemont Road expansion, capital improvements, flooding and public safety, with time for residents’ questions.
Her connection with public-service workers continued in January 2026, when she delivered the keynote address at the Sheriff’s Office graduation for 12 deputy recruits. As another council term comes into view, those relationships provide a foundation for following the neighborhood projects and services residents use every day.
