Joash Schulman held a narrow lead in Virginia Beach’s District 9 after the November 3 election. With the count still provisional, his work on neighborhood connections, public open space and coastal concerns offers a clear picture of the experience he brings to the seat.

Where business and neighborhood life meet

Schulman is a business and real-estate attorney and the owner of Town Center Office Suites. Before joining council, he served on the Wetlands Board and the city’s long-range planning coalition, building experience with both investment decisions and the coastal landscape.

He has emphasized Shore Drive and Pleasure House Road improvements, pedestrian connections and neighborhood-scale open space. His public account of that work includes Ocean Park, Chesapeake Beach, the Lakeview–Lake Smith Terrace connection and conservation around Pleasure House Point. These are places where a safer crossing or a connected path can change an ordinary trip to shops or recreation.

A shared coastal conversation

In May 2026, Schulman and fellow councilmember Stacy Cummings cohosted a meeting at Cox High School on coastal storm risk management. It brought neighboring districts into a discussion about a concern that does not stop at an election boundary.

School modernization and communication with civic leagues are also parts of Schulman’s public agenda. For residents of Ocean Park and Chic’s Beach, the continuing story is how those neighborhood priorities progress through design, funding and council decisions. The election result itself remains unsettled while review continues.
