Stacy Cummings is the apparent winner in Virginia Beach’s District 8, putting him in position to continue the council work he began after winning a special election in 2024. With all 14 precincts reporting, the November 4 morning returns showed Cummings with 11,867 votes—55.54% of the total—and a 2,523-vote lead over Chris Taylor.
The result brings renewed attention to the priorities Cummings has emphasized for the district: keeping city services dependable, managing public spending and making Virginia Beach a place where families and businesses can build a future.
Business experience with a local focus
Cummings brings experience in accounting, military service and business leadership to the council. He served as an Army military policeman, attended the University of Maryland with help from the GI Bill and went on to become a partner and financial executive at Priority Auto Group.
That background helps explain his focus on budgets, jobs and the everyday cost of city services. His priorities pair spending restraint and tax relief with support for essential services, including emergency communications, dispatch capacity and competitive compensation to retain city employees.
What comes next for District 8
Housing, education and small-business growth are central to Cummings’s agenda. He has called for reviewing zoning and approval processes to make housing more attainable, including opportunities to reuse underperforming commercial properties. He also supports school funding and vocational and trades training—subjects that connect the needs of local employers with opportunities for the next generation.
For residents in Great Neck and along Shore Drive, his recent community meetings offer a practical picture of that work. A March meeting at Cox High School covered Shore Drive construction, e-bikes and the city budget. In May, he brought attention to keeping small businesses in Virginia Beach, with Economic Development staff discussing resources including The HIVE.
Those conversations give residents specific issues to follow as the next council term approaches: progress on local projects, decisions about city spending and opportunities for businesses to stay and grow here.
